سازمان ملل، نگاه مسئولانه به وضعیت اعضای فرقه رجوی داشته باشد

خانواده های اسیران فرقه رجوی در استان اردبیل به کمیسر عالی سازمان ملل متحد در امور پناهندگان نامه نوشتند.

به گزارش پایگاه خبری-تحلیلی فراق، خانواده های عضو انجمن نجات استان اردبیل در این نامه خواستار نگاه مسئولانه تر سازمان ملل متحد نسبت به وضعیت اعضای حاضر و جدایی طلب درون و وضعیت حقوق بشر در کمپ های فرقه رجوی شدند.

متن کامل نامه این خانواده ها به شرح زیر است:

جناب آقای فیلیپو گراندی

کمیسر عالی سازمان ملل متحد در امور پناهندگان

با ادای احترام، اینجانبان _جمعی از خانواده های اعضای گرفتار در سازمان مجاهدین خلق از استان اردبیل_ لازم دانستیم تا نکاتی را در باب اقدامات فراقانونی این گروه تروریستی و نیز آلام و مصایب خود و عزیزان مان در گذر سالیان به استحضار حضرتعالی برسانیم.

نیک می دانید که سازمان مجاهدین خلق با عقبه ای غیرقابل دفاع و مملو از خشونت و تروریسم در کمال ناباوری در یک روند بحث برانگیز و مبهم از لیست گروه های تروریستی اتحادیه اروپا و کشورهای عضو آن، آمریکا و دیگر متحدین خارج گردید. در شرایطی که حتی اگر استدلال این کشورها مبنی بر خلع سلاح و تعهد به دوری از مبارزات مسلحانه از سوی این گروه را نیز بپذیریم باز هم اساسا بدلیل ماهیت فرقه ای، ساختار متصلب، غیردمکراتیک و استثمارگرانه و نیز نقض گسترده و نظام مند حقوق بشر توسط رهبران آن در خلال سالهای متمادی، علی القاعده نباید این سازمان را در دسته گروههای سیاسی اپوزیسیونی جای می دادند.

جناب رییس

متاسفانه در سال های اخیر پس از انتقال اعضای سازمان به آلبانی مصایب و مشکلات اعضا و خانواده های آنان صدچندان گردیده است. اعضا گریزی جز تبعیت محض از دستورات رهبران سازمان ندارند و بسیاری از حقوق انسانی ایشان در کمپ سازمان نادیده انگاشته می شود. کوچکترین مسائل و موضوعات مربوط به زندگی شخصی ایشان کنترل گردیده و امکان برقراری هرگونه ارتباطی با خانواده ها از ایشان سلب گردیده است. دولت آلبانی نیز در همکاری کامل با سران سازمان به تشدید وضعیت و فشار بر اعضای سازمان یاری می رساند. این دولت نه تنها امکان برقراری ارتباط میان اعضا و خانواده های چشم انتظار و نگران را بسیار محدود کرده است بلکه از ورود خانواده های اعضا به خاک خود نیز ممانعت به عمل می آورد. با نهایت تاسف باید گفت دولت آلبانی ارزش های همچون عدالت و حقوق بشر را فدای کسب منافع سیاسی و کمک های مالی نموده است. در چنین شرایطی وضعیت بسیار ناگواری برای اعضای مخالف و جدایی طلب سازمان بوجود آمده است. در همدستی جدی دولت آلبانی و سران سازمان و در فقدان نظارت موثر و کارآمد بین المللی، این اعضا پس از جدایی از سازمان در یک وضعیت بحرانی از منظر امنیتی، مالی و حتی تامین نیازهای اولیه خود قرار می گیرند. از نظر حقوقی این افراد «بی وطن» یا فاقد تابعیت محسوب گردیده و نهادهای بین المللی نیز هیچ کمک موثری در بهبود وضعیت ایشان انجام نداده و این افراد در چنان شرایطی به حال خود رها می شوند. در سالهای اخیر به کرات شاهد مواردی از این دست بوده ایم.

عالیجناب

با توجه به نقش و جایگاه ارزشمند کمیساریا، ماهیت کاملا غیرسیاسی و اهداف والای انسانی و بشردوستانه آن _مصرح در ماده ۲ اساسنامه کمیساریای عالی پناهندگان_ از حضرتعالی تقاضا داریم اولا با توجه به گزارش های متعدد درخصوص وضعیت نگران کننده اعضا در کمپ سازمان نسبت به تسهیل امکان برقراری ارتباط میان اعضا و خانواده های خود تحت نظارت کامل و در چارچوب رهنمودهای آن نهاد و ضمن رعایت حقوق دولت میزبان، اقدامات لازم را به عمل آورده و ثانیا رویکرد فعالانه و مسئولانه تری را نسبت به وضعیت اعضای مخالف و جدایی طلب درون سازمان و وضعیت حقوق بشر در کمپ های سازمان اتخاذ گردانید. به گونه ای که اعضای جداشده، پس از مدتی رهاشدگی به خاطر فقدان امنیت جانی یا درماندگی در تامین نیازها بخصوص هراس از گرسنگی و مواردی از این دست، بالاجبار و با سرخوردگی مجددا راهی کمپ های سازمان نشوند.

The United Nations High Commissioner for Refugees

Sincerely, We, as the families of members of the Mojahedeen khalq organization (named as MKO, MEK or PMOI) from Ardabil province of Iran, find it necessary to bring to the attention of you some of the illegal actions of this terrorist group, as well as sufferings and distresses of us and our trapped loved ones.

As you know well, the MEK with a disastrous history, full of violent activities and terrorism, has unbelievably been excluded from the list of foreign terrorist groups of European Union and its member states, Unitad states and its allied states in an unclear and disputable process.

While even if we accept the argument raised by Mek’s state sponsors regarding to its disarmament and commitment to avoiding armed conflicts, it is still should not recognized as one of ordinary opposition political groups fundamentally due to its sectarian (cultive) nature, its inflexible, despotic, undemocratic and exploitative structure and specially widespread and systematic human rights abuses by Its leaders against own members for many years.

Dear Sir

Unfortunately, in recent years, the problems and distresses of families has dramatically increased, specially after the transition of Mek’s members to Albania.

The members do not have any alternative unless absolute compliance with the orders by its leaders and many of his essential human rights are ignored in the Mek’s camps. the smallest and least important issues and problems related to their personal life are controlled and they have been forbidden to contact with their own families.

Sadly the Albanian government, in full cooperation with the leaders of this group, is helping to making the situation worse and escalating the pressures on the members of the group.

The Albanian state has not only restricted the ability to communicating between Mek’s members and its expectant and anxious families, but it has also banned their families from entering to Albanian territory.

with great sad it should be said that the Albanian government has sacrificed norms and values such as justice and human rights for gaining political intrests and financial aids. In such circumstances, the situation has become very difficult for internal dissidents and members wishing to leave of the MEK.

In public cooperation between the Albanian government and the leaders of the Mek, and in the lacking of adequate and effective international oversight, these members would be in a critical situation in terms of safety, finances and even providing basic needs after leaving the Mek. (past events have shown us this).

From a legal perspective, these persons are considered “stateless” or lacking nationality, and international institutions have not provided any effective assistance for improving their situation, so they are left alone in such conditions. In recent years we have witnessed such cases repeatedly.

Dear Commisioner

Given the valuable and crucial role and position of the UNHCR, its absolutely non-political nature and its high and holy humanitarian purposes -as reflected in Article 2 of the UNHCR Statute – we demand the High Commissioner, first of all, Take the necessary steps to facilitate the communication between Mek’s members and their families _specially according to recent numerous reports on the worrisome situation of the members in the Mek’s camp_ under the full supervision of the competent international bodies and full compliance with instructions of them, while full respection to the rights of the host government.

secondly, we ask you to take a more proactive and more responsible approach about the situation of internal dissidents and separatist members (members wishing to leave group) within Mek and the human rights situation in its camps too. So that the separated members, after being released for some time, do not have to go back into the Mek’s camps forcibly and hopelessly, due to lack of safety, helplessness or inability in meeting of its own basic needs, especially the fear of hunger and things like that.
